Windows 10: Problem where my mouse becomes unable to click on anything but keyboard still somewhat works

The problem started a few months ago, where my mouse stops clicking on anything, however cursor still moves, keyboard somewhat works and background apps still run.Things I've tried:- I've clean wiped reformatted my computer twice, the problem came back a few days after that.-Switching mice doesn't work-Windows is on latest version Windows 11, Windows updates are up-to-date-Ctrl+Alt+Del then click on cancel only temporarily resolves the problem-Restarting explorer.exe does not work.-Restarting computer also only works temporarily.
