Windows 10: Problem with gameloop and some .exe running in background

I just uninstalled gameloop from the control panel but after I restarted my laptop I saw its icon was still there in the taskbar and its running so I right-clicked it and quit but this problem persist, I also have some other problem like in the task manager I see various .exe running in the background and their name is in Chinese so I don't understand, I also check their file location and try to delete their parent folder from program file but it's not getting deleted and I also tried ending those task and running many anti-malware but nothing works and I also tried reinstalling it and deletin

Can't run .exe file

Background applications

We understand that you don't want some apps to run on the background of your computer. What we suggest is to
control which apps are allowed to run in the background. To see which apps have permission, just follow the below steps:

• Open the Start menu or Start screen and select “Settings.”
• Click or tap the “Privacy” icon in the Settings.
• Scroll down to the bottom of the list and select “Background apps.”
  
• You’ll see a list of apps that have permission to run in the background with an “On/Off” toggle.

Just bear in mind that, apps normally run in the background to update their live tiles, download new data, and receive notifications. If you want an app to continue performing these functions, you should allow it to continue running in
the background.
