Windows 10: PROBLEM WITH MY PHIPLIPS 288E2 ONLY 30HZ BEFORE I HAD 60 HZ ON IT

Hello, i need some help with new update windows 24h2, because my monitor Philips 288E2 can't reach 60hz with this new updating only 30hz . I have tried to go back but it's no possible and also to uninstall updates but when i remove that don't changes anyway. Could i go back to windows 23h2 somehow?

My TV is 60 Hz, when I connect it to the pc, Windows sets the Hz to 59.955 Hz, when it is set to 59.955 Hz, the colors become dull, when I manually set it to 60 Hz, the colors and the image become much clearer. What is the cause? Is it better to set it to 60 Hz?

144Hz + 60 Hz dual setup.

I mean caps to 60 Hz or does not play as smooth as without something moving on my secondairy screen.
