Windows 10: Problem with shut down/restart and USB ports

When I try to shut down or restart my PC the screen goes black and the PC keeps running. Also all the USB ports except for one don't seem to work, when I plug a mouse or keyboard their light turn on but quickly turns off and cannot be used. When I go in devices the USB xHCI Complian Host Controller says that the device status is Code 10. What can be the problem?

USB Port Oddities


Ok, let's see it with pictures step-by-step. First right-click on the USB device and select Update driver software:





Then select Browse my computer for driver software (LAST option) :





The select Let me pick from a list of device drivers on my computer (LAST option) :





Then select the standard driver from the list and click next:





Click next/OK as required to complete installation. Repeat the steps for all Intel USB devices. Finally click on each USB root device and press DEL to delete it, reply YES when asked. After deleting all USB root devices restart the computer.

in Windows 10. Here are the steps:

• Press the Windows key on your keyboard.
• Type Troubleshooting then press Enter.
• On the left side, click View all.
• Select Hardware and Devices.
• Click Next and see if it will find any problems.
