Windows 10: Problem with Windows 10 Software Installation (30$ REWARD FOR FIX)

Okay so listen to me:
I'm having a HUUUGE issue with my Computer:
There are some softwares which I cant install. Logitech G HUB, Electrum, and Corsair iCUE are just some of them. Let us focus on iCUE in this one, because I think they belong to the same issue.

When I download the newest version of iCUE (or some other softwares as mentioned) i can easily run it. It askes me for my Admin confirmation as it should. When i hit yes a small popup window appears with "Preparing for Installation...". After that: nothing. No Pop-Up window for the next hours, until the installer just closes itself for beeing idle to long. When I look for it in the Task Manager both the Windows Installer and the iCUE Installer are running in the Background. No clue how make them visible or how to fix this damn issue.
The last iCUE Version I can install is 3.11.114. Updates directly started from the software wont work neither.

What I've already tried:
-Resetting computer (multiple times, Win 10 Home, Win 10 Pro, Win 10 Pro N)
-Windows Troubleshooter Tool
-Running as Administrator (exe & msi)
-Converting the .msi file in an .exe
-Installing it through a Software package with multiple softwares at once
-Installing a VM on my PC and installing it on the VM (THIS ONE ACTUALLY WORKED, but it obviously wont recognize any devices)

I tried to install it to other devices in my home. My Laptop (Surface Pro 7) couldn't run it neither, all other devices in my home can.

I already spent around 20h trying to fix it with my knowledge and Google... in vain.

-Windows 10 Pro N
-i7-9600K
-MSI GTX 1080 Ti
-32 GB DDR4 Corsair Vengance
-ASRock Z390 Steel Legend

There very simple and i've already tried them. The problem that i face is that the software (this app) does not find any updates for me .
Many people across the world have this issues .So you need the proxy etc thing to get it to work.

It's basically what I mentioned above, small issues here and there ,but nothing to end your day.. for the most part.

I know it's anecdotal, but for my experience 95% of the time it's perfectly fine. The issues I've run into wouldn't be enough for me to roll back , but they would be enough (had I not installed it yet) ,to avoid it for another couple weeks which is why I'm suggesting it to the OP
