Windows 10: Problems pairing my Samsung Galaxy Note 9 with my Windows 10 Pro OS on my PC using "Your...

I'm stuck on one of the last steps of setting up Your Phone to run on my PC. After I register my email address, my Android phone is displayed on my PC screen. But when I get to the point where both my phone and PC post messages that say that the process is almost done but it doesn't progress from there. I suspect that the obstacle I'm running into is my PC does NOT have either Bluetooth or Wifi. I receive my internet signal via ethernet cable from my router.


Does my PC need to receive a WiFi and/or Bluetooth signal in order to use "Your Phone?' If yes, which signal do I need and what if any is my work-around?

Windows 10 Bluetooth pairs with Galaxy S8 but will not connect

I paired my Galaxy S8 with Windows 10 on my Dell Inspiron successfully but they will not connect. When I try to connect using my phone it thinks for about a minute and eventually says "couldn't connect." There is no option on my PC under Bluetooth to connect
to my phone. I have tried to pair them again and restarted both devices.
