Windows 10: Problems with factory resetting my computer

I am using a PC with the OS being Windows 10 Home, Version 21H2, and OS build 19044.2251This all started about 2 days ago where my ping was spiking up and down inconsistently in every single game that I have played, where one moment it'd be normal, then it goes up to 2000 for a minute or so, then it goes back down. On task manager, I looked and my memory is constantly at 20% usage without any apps on, so I am thinking that it is an app hidden from task manager, probably a malware problem. Thank you john for all of your help i decided to get the usb my computer came with and factory reset it i didnt have anything that personal or valueable so its ok thanks for the help though i appreciate it
