Windows 10: problems with windows defender!

Hello! so ive been having some problems with my windows defender stopping me from running steam games (or at least i think thats the problem) so naturally i went to turn off my windows defender to try and see if it would solve the problem but there are no options for me to do so, ive searched up multiple tutorials on how to turn it off but no one else as far as i know have had this problem, as you can see in the picture there should be multiple options but there just arent any at all for me.

and yes ive tried to restart my pc multiple times

• Press Windows + R key.
• Type services.msc.
