Windows 10: Processor Management not running 100%

Discus and support Processor Management not running 100% in Windows 10 Performance & Maintenance to solve the problem; My system runs at 4.4ghz, and windows is only running at 100% 4.36ghz ...     Processor Management not running 100%


    My system runs at 4.4ghz, and windows is only running at 100% 4.36ghz ...
    Without processor management on, it runs at 4.4ghz, with it on set to 5% and 100%, at 100% it only runs at 4.36ghz.
    Is there someway to fix this? as I do want the adapative cpu speed/voltage running I dont want to have to turn it off just to get .04ghz.. but It would be nice to see it displaying correctly..

    Downloads too slow when on battery.

    The Advanced settings is already showing: Processor power management->Maximum processor state->On battery: 100%. Looks like that should have worked. Or am I missing something?

    You also need to up your CPU speed too.
