Windows 10: Profanity filter for all programs on my PC

I am wondering if this exists. I want a program that monitors every other program and censors out foul language. This Chrome Extension mutes audio for a short while when it detects a word on the blacklist in subtitles. Is there any way to give access to more than browsers? I want it to work on things like downloaded games and movies (like VLC).

I'm tired of reading profanity on the internet. I would love to find a free profanity filter for Chrome. I've googled but not found anything helpful.

Cortana search filter list

I have a lot of space for display content in Cortana search list, and 80% of it not used because Cortana sorting items by types.
How disable all filters and make visible all suggested content?
