Windows 10: Profile issue

Hello
I have a Win 10 PC, couple of years old, part of a domain with servers etc.

My issue is that this week I am suddenly unable to access my C drive, control panel, other folders and the shutdown / restart options disappeared.

I have been able to get the shutdown options back by making a change to the registry, but that doesn't stick very long, maybe a few days.

I think my profile may be the issue, but our server support guy left last July and hasn't been replaced and he was the one who set all these up. I don't even know if I have a roaming profile or how to find out.
There are lots of things out there about making registry changes and using GPedit to get these things back, but none of the ones I have looked at help.

My real issue is that I don't know where to go next.
I can access all the server folders, but this is now starting to cause me problems because I need to install things.
I can get to the C drive using the CMD prompt.

Thanks Brink. I've tried those steps before i started searching Google. After the profile rebuild i don't have the Photo app listed to choose to make it default in either the system settings for default apps or the Open With option.

I can't even find it doing a search. Seems to have been removed somehow with the profile rebuild, which doesn't make sense.

Might be helpful to list what i've done I've done the open with check, the choose default program in the system menu, tried that in device manager default programs also. I've checked the programs and features Turn windows features on/off and it's not listed there (never thought it was but that was a suggestion), searched the MS Store, it's not listed there either.

I don't like playing in the registry unless i have defined steps and haven't found anything for this yet, just the Win7 version like in my OP.
