Windows 10: Profile picture on windows refuses to change despite several attempts to change from...

I would like to change the profile picture of the only "user" on my laptop; however, it obstinately refuses to be changed. I don't really understand why, but the settings gives me 3 "pictures." I can change 2 out of 3 of them they were previously all the same pic that I aim to change. But every time I attempt to change the 3rd pic, it just stays the same and changes one of the other two. I thought that maybe this 3rd one the main one in the screenshot below can't be changed because it is linked to the microsoft account so I opened the settings and there was no profile picture on the account. I uploaded the picture I want to the microsoft account linked here and still nothing changed.
This picture refuses to be changed and I don't know what to do about it...

Here are the steps on how to change your picture in your Hotmail account:

• Log in your account at
  https://profile.live.com.
• On the left hand side, click Change picture.
• Click New picture then choose the picture from your computer.
• Wait for it to load then click Save.
