Windows 10: program and IT apps errors

I keep getting an error message stating "The service cannot be started, either because it is disabled or because it has no enabled devices associated with it." for all of the IT and command apps, such as Task Manager, MpCmdRun.exe I can access Cmd as a non-admin though and resetting the system via the settings>System>Recovery>Reset this PC. My device on restart or sign in won't let me use a pin, forcing me to use my Email and try to create a new pin every time but the new pin never works.I had thought it was because I don't have admin access, but I do, it like all of the developer a

Why did the startup window get cleared?

I didn't missed any step, the list was gone and gone , even after using lot of programs the programs were not listed in that list.

 

Printing Hallmark cards I get this message: There is no email program associated to perform requested action"

• Are you trying to print the Hallmark cards through any application like Outlook or word?
  
• What is the make and model of your printer?
• Is this the complete error message?

Step 1: I suggest you to follow the below steps how to set as default app.

• In the search box, type “settings”.
• Click on “system” and on the left hand corner click on
  “default apps”.
• Under “choose default apps” click on the “+” symbol and you can
  add the apps.

Step 2: I would suggest you to follow the steps and check if the issue persists:

• 
  Press Windows key +R.
  
• 
  Type inetcpl.cpl and hit Enter.
  
• 
  Click on Programs Tab and click
  Set Programs under Internet Programs.
  
• 
  Click on Select Associate a File type or protocol with a program.

Programs Missing From Control Panel List

I was able to get rid of XNVIEW by downloading it and using it's own uninstaller.
Have tried method suggested by Pyramid 10 with photoscape without success.
Can't figure out how to do what is asked.
