Windows 10: Program continually launches offscreen. How do I get windows to reset or refresh the way...

Transmission launches off screen. I can't (win+arrow) key in on screen, but I can shift+right click the taskbar icon and maximize. It has remained this way for a few weeks. How do I get windows to reset or refresh the way the program opens?

No List of Desktop Programs After Refresh/Reset

I just reset/refreshed windows 10 and chose the option to keep my files. The dialog said that all my desktop applicaitons would have to be reinstalled but that a list of them would be on my desktop when the refresh completed. Now the refresh has completed
and the list of desktop programs is not on the desktop.

 

Microsoft signals end of Paint program

Microsoft has confirmed that it will continue to offer its graphics program Paint.

In a recent update, it had listed Paint as a feature that would be either removed or no longer developed.

Paint, renowned for its simplicity, has been part of the Windows operating system since its launch in 1985.

Microsoft suggested it would not remain on Windows 10 by default but did say it would be available for free on the Windows Store.

parts of app window is offscreen

Most of the times I start and app, a part of its window is offscreen, though it is maximized or fullscreen, here is an example:



I hope you will understand what I am talking about by checking the right at the search box. This makes the Mail app unuseable, since all the buttons are offscreen:



To be accurate, the right and bottom part always. As you can see, both windows are maximized, everything is the same in fullscreen.
Any suggestions?
