    I will try that, but where does "Program Manager" come from? I am running Windows 10 anniversary update. The computer originally had Windows 8.1 installed. It was updated to to Windows 10 last year and to the anniversary update just recently. These problems
    did not surface until the anniversary update.

    Hello,

    To diagnose the issue, I would suggest you to try the following methods and check if the issue persists.

    Method 1:

    You can run the Power troubleshooter to adjust your computer's power settings. The Power troubleshooter checks things like your computer's timeout settings, which determine how long the computer waits before turning off the monitor display or entering
    sleep mode. Adjusting these settings can help you conserve power and extend your computer's battery life.

    • Press the ‘Windows’ key on the keyboard.
    • Type Troubleshooting and then press
      Enter.
    • Select Troubleshooting. Click on
      View All and select Power.
    • Click Next and follow the on-screen instructions.
    If the issue still persists, try the next method.

    Method 2:

    Try to run a System File Checker (SFC) scan to check for any file corruption.
    SFC scan will scan for corrupt system files on the computer and repair them.

    • Press Windows key + X, click
      Command Prompt (Admin).
    • In the Command Prompt, type the following command, and then press ENTER:

      sfc /scannow
    The sfc /scannow command will scan all protected system files, and replace corrupted files with a cached copy that is located in a compressed folder at %WinDir%\System32\dllcache.

    To add to Cliff's post, if you're looking to uninstall a regular prorgam (as opposed to an App) right click on Start > Control Panel > Uninstall a Program.
