Windows 10: Program Manager preventing Windows 10 from shutting down

Hi all. I have search wide and far to resolve this problem but unfortunately I haven't been able to solve this issue. When I go to shut down my pc Windows 10 informs me that Windows cannot shut down due to Program Manager preventing it from doing so.

This problem started a few months ago after a Windows 10 update, I did not have this problem before.

After an exhausted search I came across some suggestion which I tried but were only temporarily, because at the next shut down the issue reappeared and I was back to square one.

Can any one offer a genuine solution to me?

Program Manager is preventing shut down

Hi,I have a company owned Laptop with windows 10 in it.Yesterday I ran few updates and since then qhile shutting down my laptop,I am getting the error "Program Manager is preventing shut down" with a cancel and shut down anyway button.Can anyone let me
know why this happens? And what is the resolution? Will it make my pc crash?

PC will not crash. but the program manager is running background and might allows to shut down for a few seconds later.

There is a settings in group policy editor to hungup running programs to prevent a shutdown. i forgot were is located.

Also i suspect that program manager application is installed by third-party applications

I first wrote about this problem in AUGUST of 2015! I have followed the steps and suggestions on this thread, as well as others I had found from people with the same issue. The message still shows up, and I have been keeping track over the last couple
of weeks when I shut down. It takes from 3 to 10 seconds from when the message shows for my PC to shut down. I can't believe that 6 months after it was first noticed that there hasn't been some suggestion, patch or information given that could correct this.
