Program shortcuts in Windows 10 vs Windows 7 (programming question)

When a program is run, command-line arguments are passed to it as Arg 1, Arg 2, .... Additionally, Arg 0 is the path of the program. When a program is run from a shortcut in Windows 7, it appears that arg 0 is the path of the real .exe but in Windows 10, Arg 0 is the path of the shortcut itself. So if the program uses relative paths, they will be interpreted differently. This is the explanation given to me by the programmer as to why my program fails when I attempt to launch it from a shortcut. If he were correct, millions of programs using relative paths would be broken on Windows 10. But it looks like it's only affecting me. What do you think?

    Windows version 10.0.18362

    Keyboard shortcuts to open programs:

Create a shortcut on the desktop to whatever program you want. Right click -> Properties and fill in the field there. Sadly the shortcut needs to remain on the desktop, but you can hide it.

Fun fact: If you had keyboard shortcuts for programs pinned to your Windows 7 start menu, those shortcuts still work when you update to Windows 10.
