Windows 10: program wont start after i reintalled windows 10 pro

HeyI have this program that i use for work and after i reistalled windows on my pc the program wont start.. i get this messengejava.lang.RuntimeException: org.apache.hc.client5.http.HttpHostConnectException: Connect to https://rmportal.cph.dk:443 [rmportal.cph.dk/193.110.198.6] failed: Connection timed out: connect at com.quintiq.qjlauncher.common.httpconnection.QHttpClient.getFileQHttpClient.java:126 at com.quintiq.qjlauncher.common.QJLauncherToolkit.writeUrlToFileQJLauncherToolkit.java:186 at com.quintiq.qjlauncher.common.QJLauncherToolkit.readUrlToStringQJLauncherToolkit.java:170

Why did the startup window get cleared?

I didn't missed any step, the list was gone and gone , even after using lot of programs the programs were not listed in that list.
