Windows 10: Programs cannot edit/create files under user directory, why?

I recently did a clean install of Windows. I messed with a bunch of settings. I used powershell to disable some things. I do not remember all the changes and cannot recount them all. I do not know if I messed something up or if something got corrupted or what. When I run games now, they cannot make saves in the my documents folder. For example, Witcher 3 does nothing when I try to save. No file is created. When I run Vortex mod manager, it cannot edit ini files in /Users/.../Documents/My Games/Skyrim/.


It is getting to the point where most programs are not functional because they are denied permission. I have made sure that the folders have appropriate permissions. My account is an admin. I am using no antivirus. Windows Defender is currently off. I genuinely have no idea what the problem is, and I really need help.

Second of all, it's so nice to see that this section ain't dead.

I have a few questions/suggestions, maybe you'd want to see ...

• maybe you rename Get Folder button caption to something more intuitive? Add Folder, Get Folder Size, Check Folder Size or something like that?
  
• Could you add subfolder files to the right pane? (it can be a tickbox with include sub dirs)
  
• maybe you also add export list to excel?
  
• there's delete file button maybe you add delete folder button too?
  
• and finally maybe you can add UP button for directories?
