Programs launched with administrator rights are stealing focus from other windows

I'm running Windows 11 22598.200, but this has been happening for longer, I don't know when it started. I'm pretty sure this is not expected behavior, right?Basically, anything launched as admin steals focus from everything else, so the only thing I can click on is that one window until I close it. So it can be the task manager which automatically launches as admin or any other program launched as administrator.

    :)

Preventing applications from stealing focus in Windows 10

There is a dated question asking for a solution for windows 7. I have recently grew tired of newly launched applications to steal focus from my currently opened window. Is there a way how to prevent programs from stealing focus in Windows 10?

    Thank you

    Disabling Apps/Programs from Focus Stealing

This is a general inquiry about how to disable specific programs' ability to steal focus/move their windows to front in windows 10. There used to be a registry you could edit to disable this I believe, but was removed for Windows 7(?) and apparently editing it (I've read [1]) doesn't affect anything.

Is there some way to edit a program's permission's or the registry or another setting to prevent either all programs or select programs from stealing focus etc? (This is for programs that don't give you the option of turning it off in their settings.)

Thanks for the help Programs launched with administrator rights are stealing focus from other windows :)

How to start a program (VLC player) without it stealing focus on launch

I have gone through the program start parameters of VLC media player. While it is possible to run it minimized this is not what I am looking for.

I have a multi-display setup and a program that launches VLC media player to view a video stream. However, it takes a few seconds to launch VLC. I start the stream, go back to screen #1 to use other applications but VLC will launch on screen #2 and steal window focus. For example when I'm writing something, I will start activating VLC hotkeys once VLC has launched.

Is it possible to some how start a program, or VLC specifically, without it taking away focus, but also not starting minimized/system tray'd? I'm on Win 10 btw.
