Windows 10: Programs not running, cannot reset PC, cannot use trouble shooters.

I cannot get anything to function on my PC. I can't get task manager to open or command prompt. I cannot reset my PC or remove the latest windows update from advanced recovery options. I have tried a mulititude of things. I cannot download anything to scan my PC because I cannot open the file. The troubleshooter in settings says that it is disabled on this version. I cannot check if it is a driver issue as NVidia control panel will not open. This is the main error that started it all. It shows up for multiple files and I cannot run anything else. The error code is 0x800704b3. Any help would be

Hello Pau. Why I am trying to download that X64 Troubleshooter is because I have failed to reinstall Paint.net.I get fatal error when trying to install. When I checked for solutions it was suggested I download the
Trouble shooter as this was a known solution to the fatal error problem. I have tried to remove the old remaining paint.net form my programme list but are unable to .

When I try to run Windows Trouble Shooter, it returns an error message and shows 800706BA error number. So, I could not use the application. I wonder how to solve this trouble of Trouble Shooter.
