Windows 10: Programs refuse to open

Ok so, I've been having this issue for a while now and I have no idea what is happening. So far. for a couple of my programs refuse to open. Whether I double click on them, run as administrator, make shortcuts. etc. I've tried everything but they refuse to open. They do not even show in Task Manager.I have no idea why this is happening and now it seems this problem has spread to my Github Desktop application as well, which is affecting my work.So no matter how I try to open it, it just doesn't do anything.Does anyone know how to resolve this problem?Here is a link to a Giff to demonstrate it.

program refusing to open

Hi I use Arduino IDE extensively and have for a long time. It was working fine last night but this morning it refuses to open. It begins to open then stops and that's it. No error message no reason just vanishes from the screen no matter what I do it will
still not work.

I uninstalled it and re installed it and the same happens. other programs are working fine it is just this one. I even downloaded an older version and still it refuses to start. Can you advise me of a solution,

Please give steps to open the paths to Program Files

If you want to open File Explorer to your C: drive without any registry tweaks, you'll need to do so from a shortcut you create.

1. Open File Explorer to This PC.
2. Right-click Winndows (C and select Create Shortcut:
   
   
   
3. Clock OK in the altert dialog:
   
   
   
4. And you'll have a shortcut on your Desktop:
   
   
   

 

Why did the startup window get cleared?

I didn't missed any step, the list was gone and gone , even after using lot of programs the programs were not listed in that list.
