Windows 10: Programs Stop Responding When Trying to Access Files.

When trying to open files, the program attempting to open the file will slow down for around a minute and causes the program to be unresponsive. This can even cause file explorer to stop responding on occasion. After successfully opening a file, the program Is able to open other files without slowdown until closed and reopened. This Is consistent across every program that I've tried Including windows programs.Attempting to copy, move, or delete files also prompts the same behavior and has a greater chance for file explorer itself to be unresponsive.When booting my pc in safe mode, this problem

Certain Programs Stop responding.

Started off with CCC starting to stop responding and I not being able to launch it.

Then I uninstalled CCC then installed Driver Sweeper ran it in safe mode (To reinstall CCC Drivers) went to launch Driver Sweeper and I get the messaged that it too stops responding at launch.

So I reboot to normal windows try launching it from there same thing.

So I go to check Event Viewer and then I get another Stops Responding so it too won't launch.

The sad thing is this is a 2 day old Windows 7 Fresh install fully updated with SP1.

I am OCing so perahps this is due to OC? I was playing BF3 and launching programs just fine.

But before all this I did leave my PC on and when I came back I had several errors appear with Aero off (Default Win 95 UI on). (Don't recall the errors didn't think much of them at the time)

Could this Be failing memory or bad Mem OC? 1850mhz @ 9-9-9 for 1600mhz Ripjaws.

 

Startup programs not launching on startup

Replying to Brink none of that works here is why- Step 1- No items listed in startup on task manager as stated. Step 2- I dont have shell:Startup on the pc as it cannot be located Step 3- I dont understand that option also the startup folder cannot be found Step 4- No apps showing under startup on settings Step 5- Dont have access to advanced options at all for any apps Step 6- Doesn't work. Thanks for trying - - - Updated - - - @dalchina, Will try the program now and no I have no suitable restore points and also nothing that I am aware of has been updated besides for Windows Updates but nothing major. WIll respond once I try the program.

 

File Explorer frequently stops responding when accessed from another software

I'm running Windows 10 Pro on Surface Book 1.

Whenever a third party software like Chrome or Photoshop or anything accessed File Explorer to save or upload a file, it stops responding for 2 to 3 minutes before starting to respond again. It's very annoying.

Any suggestions as to what could be the cause?
