Programs using little/no network.

For a couple of weeks now, my computer has been having issues with the network where programs will use very little network at all, despite the fact I am running a 100 MB/s Ethernet connection. Programs such as Chrome, Steam, and Discord will take a long time to initially boot up and load, usually with multiple "connection failed" errors, before finally opening.
When opened, they tend to work fine; discord calls will connect eventually and be stable, steam will let me play games and such, and chrome will open YouTube and other sites, but randomly, the connection will be very bad; chrome will throw multiple errors from "no internet" to "DNS error" to "proxy issue" before finally slowly loading a site; discord will take forever to join a voice channel, and streaming is nearly impossible; and steam will pretty much refuse to load other pages.
I haven't seen any info online related to this problem, and I've tried a couple of fixes relating to programs having no connection, but nothing has worked. I have done network reset, set up manual DNS servers, messed with all the Ethernet settings, and uninstall/reinstalls, but still the same issues happen. Any help would be appreciated.

Specs:
CPU: AMD Ryzen 5 2600 six-core processor
RAM: 16 GB
MB: X470 GAMING PLUS
GPU: MSI Nvidia GTX 1660 TI
SSD: 1 TB Samsung 860 EVO

Running Windows 10, most recent build.

:)

  2. Why did the startup window get cleared?

I didn't missed any step, the list was gone and gone , even after using lot of programs the programs were not listed in that list.

Did our Epson printer get hacked?

Another question, is this on a home network or a work network? The steps @eidairaman1 listed are always a good first step. If this is on a work network you manage, I'd be much more concerned than the home one. It is possible someone is screwing with you, but malware could also be the culprit.
