    More Intelligent Startup

Developers like to clutter STARTUP with all sorts of checks for updates etc. Microsoft should prioritize all Startup entries into two groups: Group A would be all known items that are required by the operating system.

Group B would be all other items that only need to startup when the user tries to execute a command that requires that option.

In other words, Startup would be rapid, but some user commands would be slower. This would move user annoyance from the operating system onto the individual application.

This method may also reduce the impact of some viruses. If a virus is installed, it should not be allowed to automatically execute on the next restart.

    More Intelligent Startup

It already does that. It also doesn't check for updates during startup. You can check this by unplugging your internet and testing to see if it starts faster.
