Windows 10: Promblems with 2023-10 Cumulative Update for Windows 11 Version 22H2 for x64-based Systems...

After installing the 2023-10 Cumulative Update for Windows 11 Version 22H2 for x64-based Systems KB5031354 update all of the settings on my laptop were reset to factory default and all of my files have been moved. Also all of the icons on my home screen were moved about as well. Is there any way to reverse this?

Why would an in-place Upgrade solve this problem? I did all the steps listed here but not the in-place update. The error I see in the Windows update window is "Download error - 0x8024401c" for 2023-03 Cumulative Update for Windows 11 Version 22H2 for x64-based Systems (KB5023706). Its been logging this error since 3/17/2023

Note that on 2/15 everything seemed fine:

Successfully Installed on 2/15/2023

2023-02 Cumulative Update for .NET Framework 3.5 and 4.8.1 for Windows 11, version 22H2 for x64 (KB5022497)

Been trying to update 2023-02 Cumulative Update for Windows 11 Version 22H2 for x64-based Systems (KB5022845) and 2023-02 Cumulative Update for .NET Framework 3.5 and 4.8.1 for Windows 11, version 22H2 for x64 (KB5022497) on windows 11 pc and it keeps saying error I need help

The 2023-10 Cumulative Update for Windows 11 Version 22H2 for x64-based Systems (KB5031354) is not in the Uninstall updates.
