Windows 10: Prompted to create a log-in pin, receive error that pin can't be created, then I'm in a...

I haven't even been able to fully get in to my new laptop at all. I created an account and password, my mom did the same to add me to a family account. The laptop accepts my login and password but then I'm prompted to create a log-in PIN. When I click "next", it reads "Something went wrong. We weren't able to set up your PIN. You can try again, or skip this step and set up a PIN later"I click "retry" and it shows me the same error message over and over. I click "Skip for now" and it kicks me all the way back out and I have to log in to the laptop again. I tried rebooting and click the "repair"

To resolve your concern about creating pin to your computer, we suggest that you follow these steps:

• Navigate to C:\Windows\ServiceProfiles\LocalService\AppData\Local\Microsoft\NGC (click to get permission when prompted).
• Delete the contents of that folder (delete everything in that folder, but leave that folder and everything above it).
• Go back to settings, accounts, sign in options.
• Your non-working pin will now be gone, and you can just click 'add a pin' and set it again.

Here are some steps you can follow to create a PIN:

• Press the Xbox button to open the guide.
  
• Go to Profile & system > Settings > Account > Sign-in, security & PIN > Create my PIN.
  
• Enter a 6-digit PIN, and then re-enter the PIN to confirm.
  

If you've forgotten your PIN and can't access restricted console features, follow these steps:

• When you're prompted to enter your PIN on the console, enter any 6-digit combination three times.
  
• Enter your Microsoft account password when prompted.
  
• Select Make a new PIN.
  
• Enter a new PIN, and then enter it again to confirm.

Create pin for log in not working

I can't create a pin. It was working before but it ins't now. Each time I shutdown I have to retype my password. There is not option to choose pin to log on.
