Windows 10: Purview DLP Policy for Emails with Attachments

Hi All, I would appreciate your help with this. I need instructions on how to create a DLP policy in Microsoft Purview to detect instances where staff are emailing attachments to users outside of the organisation. I only want to provide them with a policy tip warning notification reminding them of the dangers of doing this before sending it if the information is sensitive. I don't need it to apply to specific label or sensitivity type, I just want it to apply to all cases where this happens.Has anyone done this before?Appreciate your help.

To attach a document file on an email, you can follow the step given below:

For Windows 10 Mobile:

• Launch to File Explorer app.
• Press and hold the file that you need to attach on the email, and select
  Share button.
• Select Outlook Mail on the suggested applications.

For Windows Phone 8.1:

• Download and install
  Files app.
• Launch Files app.
• Tap and hold the document that you need to attach on the email, and select
  Share button.
• Select the Mail app on the suggested applications.
