Windows 10: QoS packet scheduler limiting upload, can't find how/why

Hi, there are several laptops in my office, and two of them have severely limited upload speeds unless QoS packet scheduler is disabled. There is nothing in the registry, nor in group policies as far as I can tell.Is there a way to find out what is causing this?The only piece of software the two computers have in common and others don't have is, as far as I can tell, the Cisco AnyConnect VPN client it's disconnected on both, whatsmyip shows ISP's IPThank you.

How do I uninstall the Qos Packet Scheduler in Network Adapter

My internet speed has slowed to a crawl. I have read several posts on Wan Miniports being the problem. I have several listed under my network adapter. The posts I have read say to uninstall the Qos Packet Scheduler. I am not able to do that. I can
uncheck or disable but not allowed to uninstall. Can someone provide some instructions on how to uninstall the Qos Packet Scheduler and will this take care of my problem with the WAN miniports that are slowing my internet speed.

You can follow the steps below to disable QOS packet scheduler however it is not recommended:

• Press Windows + R key from your keyboard.
• Type gpedit.msc on the run box.
• Expand the "local computer policy" branch.
• Expand the "administrative templates" branch.
• Expand the "network branch".
• Highlight the "QOS Packet Scheduler" in left window.
• In right window double click the "Bandwidth Limit" setting.
• On setting tab check the "enabled" item.
• Where it says "Bandwidth limit %" change it to read 0.
• Reboot and check if it helps.

QoS Packet Scheduler - Blocked by group policy?

I am trying to make changes to a network adapter and install QoS Packet Scheduler. However, when I click to install I get "Could not add the requested feature. The error is: This program is blocked by group policy. For more information, contact your system administrator." I am doing this as the administrator and I have no group policy that should be blocking this.

I am going to network adapter > Properties > under "Networking" I click "Install..." and select QoS Packet Scheduler. I do not see it as a list of already available options, which is why I need to install it.

Does anyone have any suggestions? Thank you!
