Windows 10: Question about download speeds...why am I only getting 2mb downloads??

Just to be clear I leave out in the middle of nowhere. My internet is through spectrum. Yesterday when I was downloading games off steam, my download speed was between 10-15mbs.

I decided to do a backup of all the files on my computer, and then did a fresh install of Windows. ( I usually do this about every 7-8 months)

However, ever since doing the install yesterday, my download speed has dropped dramatically to 1.5-2mbs on steam! Same thing with Epic Games. I haven’t changed anything with my router or computer. All I did was do a fresh install of windows. Can anyone tell me what would cause such a dramatic change?

What could slow the download speed of Steam and Origin?

For like 2 years now I'm having an issue with my download speed on Steam or Origin : It is locked at 2MBs.
I switch ISP during those two years but no luck with that.
Right now I have a fiber 1Gbs/1Gbs internet connection and when I download with P2P, a browser or on my PS4 I have no problem.
But when I try to download on Steam or Origin I get stuck to around 2MBs (1.9-2.1).
I contacted the support of both platforms but they were not able to help me, so the question is : What could on my pc limit my download speed for Steam/Origin ?

Windows 10 pro 64b
1GBs Ethernet cable cat6

EDIT :

I tried all regions on steam and set the "no limit" limit.
What happens is this : The speed starts at 50mb and the goes to 2mbs in 5 to 20 seconds.
I have an SSD.

 

Browsing speed is fast, but download speed is 0

I'm currently using Windows 10 and netcomm nb604n router.

Problem:
Web browsing on chrome/edge/firefox works fast, but my download speed from majority of websites start around 10kb/s and eventually (in a few minutes) decrease to 0kb/s.

When I am downloading from utorrent, or when I installed the Unity engine through Unity's installer, my download speed was fine.

Things that I have tried:

1. Running the test on speedtest.net. It says that my download speed is 18MB/s and upload speed is 1Mb/s. Of course this doesn't demonstrate the actual speed that I'll get when downloading/uploading from a server, but my ISP is using this to say that there is no problem on their side.
   
2. Taking my router, filter, and all cables to another house and downloading the same files that I couldn't download. This worked perfectly fine, so I'm guessing that my equipment is not the issue.
   
3. Using both wireless and LAN on a brand new computer and an old laptop. The problem exists in all cases.
   
4. Resetting and restarting the router. Did not do anything.
   
5. Changing the mtu settings as suggested on Windows 7, download speeds drop to 0 kb/s and the download has to be restarted
   Unfortunately this didn't solve my issue.
   
6. Calling my ISP to make sure that they weren't throttling my network. They are denying any fault on their end, and are claiming that there is something wrong with my computer or my router but refusing to provide a solution.
   

If anyone has any suggestions or ideas on what I could try to resolve this issue, please let me know!

 

Download Speed Question

Is there a reason as to why my parents are paying $40 a month for 7 mbps download speed, and the maximum download speed we have ever experienced on a file is ~ 870 kbps?
