Windows 10: Question about Windows Licensing and Booting

Hi , i got 2 questions here,. and i would like if its posible to get official replay from microsoft aswell so i know its 100% correct.question 1 : i buy a windows licens some time ago that i didnt use yet from a site called <Removed> , the prices the site sell windows licens are around 14 usd wich is really cheap comper to new licens keys , so i wonder why he sell them so cheap? this windows keys he sell are legit ? or stolen ? or used keys from other users ? or why this keys are so cheap to buy comper to new ones ?question 2 : i got a original windows key that come with my laptop that

License Transfer question


So I found this on the MS website.

Add Windows 8.1 Pro Pack or Windows 8.1 Media Center Pack to your edition of Windows 8.1

• Swipe in from the right edge of the screen, and then tap Search.
  (If you're using a mouse, point to the upper-right corner of the screen, and then click Search.)
  
• Enter add features in the search box, and then tap or click Settings.
  
• Tap or click Add features to Windows 8.1 and then do one of the following:
  
  • If you need to purchase a product key, tap or click I want to buy a product key online.
    Follow the steps to purchase and enter a product key.
    
  • If you already have a product key, tap or click I already have a product key.
• Enter your product key and click Next.
  
• Read the license terms, select the check box to accept the license terms, and then click Add features.
  
  
  Would this be the way to do it? And would it matter that this would be the US version and not UK?

Windows 7 license question

Hi. Is it possible to take a Windows 7 Pro license that's currently installed on a Dell laptop and move that to a Dell desktop and take the Windows 7 Home license from the Dell desktop and install that on the laptop? I would just be switching the licenses from one to another. I get conflicting answers. The desktop would have a new hard drive installed on it and more RAM. I would be doing a fresh install on BOTH machines using a legitimate bloat free Windows disk. Thanks!
