Windows 10: question bubble disappears

Good Day All

Weird happenings, on the question headers on this site (others as well) the bubble that pops up when mousing over the question has stopped, any clue as to how to fix this.

I have even wen't as far as running DISM to restore health to fix it and no luck

Screen Saver problem with Windows 10

Hi, I would be grateful if someone can help with this problem: I have just bought a brand new PC and software, all the latest. Windows 10. Everything has been wonderful except that when I set up screen saver so that the bubbles just float over my background
picture to stop the monitor just sitting burning away with no activity, well, when the bubbles screen saver activates, it makes the background picture disappear, and is just a solid black background with the bubbles. However when in the window where you set
this up, it shows the example as right... being the background picture with the bubbles overtop. But in reality this doesn't happen.

How to fix this problem?

How to roll back to the previous operating system

ALSO: Will I still be able to have the taskbar automatically hide itself, when not in use, and have all the desktop icons disappear through the "view" menu? This is important to me as I like to view my digital artwork unobstructed by the taskbar and desktop
icons.

I like using the Bubbles as a screen saver so that I can still see my digital art. Will the Bubbles still be included as a screen saver option?

 

Which browser?

A easy fix to try for all browsers is to clear the cache, you may have a corrupt version of the page cached. This often sorts out 'odd' site behaviour.

 

I use crome and have ran ccleaner for all cleaning requirements.

 

this also happens at other sites as well

 

I kinda wish this post would have stayed in the General help area the bubble comes and goes now it's gone again and would real like this to be sorted out
