Windows 10: question is related to cmd

many external commands are not running on my cmd. it says that " 'chkdsk' is not recognized as an internal or external command,
operable program or batch file."

Steps I've done

Here what happens

• 
  turn on PC
  
• 
  start windows
  
• 
  get blue screen ( message NTFS file)
  
• 
  it reboots returns to diagnosing PC
  
• 
  Diagnose and repair fails
  
• 
  I move to advance options
  
• 
  will not reset windows , I click on CMD
  

things I've tried
commands:

reagentc /disable

reagentc /enable

*************************FAILED
not recognized
**********************************

Local account installation question

I'm fairly certain that Skip this step was available in 10.0.130 - the workaround in Step 20 (back button) is no longer required.

The currently known, as of 10.0.130, ways to create a Local account sign-in are

• Skip this step at the MS account creation phase
• No Internet connection during the install
• static IP (post# 2 by Fragment) - New (to me anyway)
