Windows 10: Questions about doted lanes and frames on certain forms that I need to work on it.

Dear Microsoft customer service representative,Could you help me fix my desktop where it was before?I have been trying to fill out some forms, which I usually do without any issues. However, since last week, I have encountered a problem: whenever I try to add text to a question, the dotted line and frame do not disappear from the application, preventing me from entering my text properly. I know it is kind of complicated, and it's hard to explain, so hopefully, you can help me.

Local account installation question

I'm fairly certain that Skip this step was available in 10.0.130 - the workaround in Step 20 (back button) is no longer required.

The currently known, as of 10.0.130, ways to create a Local account sign-in are

• Skip this step at the MS account creation phase
• No Internet connection during the install
• static IP (post# 2 by Fragment) - New (to me anyway)

Suggest you to launch the on-screen keyboard to check if the issue persists.

Follow these steps to launch the On-screen keyboard:

  Press “Windows key + R” to get the run window.
  
• 
  Type “osk” and hit enter to launch the On-screen keyboard and check if this helps.
  

Also suggest you to install any pending Windows updates on the pc to check if that helps.
Updates are additions to software that can help prevent or fix problems, improve how your computer works, or enhance your computing experience.

Further, you may also boot the computer in a clean boot state and check if the issue persists. When you start Microsoft Windows, typically there are several programs that start automatically and run in the background that may interfere with the system.
These programs may include antivirus and system utility programs. When you perform a clean startup procedure, you prevent these programs from starting automatically.

Note: After you have finished troubleshooting, follow the steps under “How to reset the computer to start as usual after troubleshooting with clean boot” in the article to boot to normal startup.

Since none of the troubleshooting steps here worked, I'd suggest you do a Clean install.
