Windows 10: QuickBooks Payroll Error 114 - Error Building Cache

I am receiving an Error 114 - Error Building Cache in QuickBooks Premier Accountants Edition 2017. QuickBooks Payroll Tech Support says it is a Windows 10 Admin Permissions Issue. Has anyone encountered this issue & how did they fix it? I have spent 15.25 hours on the phone with QuickBooks Payroll Tech Support & tried all of the remedies suggested by them.

WoW Error #114 Issue

Hey guys, so i got my new PC yesterday. The first thing that i did when i got it was install World of Warcraft. When it had installed and updated i went to log in and got Error #114. I have posted on the forums and have had people who are experiencing the same issue reply. It seems to be occurring with people who have recently updated or installed the game. I have tried to following "Fix's":
-Running the game as an Admin
-Deleting the Cache folder
-Running the client in both 32 bit and 64 bit
-Changing my DNS server
-Re-installing the game
-Running it on another Admin and a non-Admin Account
-Transferring the game from my laptop to my PC with a hard drive

I am able to access it on the same internet from my laptop. I'm just wondering if any one plays WoW or any other game and is experiencing the same thing. I have opened a ticket but they are obviously quite busy and haven't yet replied.

https://sea.battle.net/support/en/article/battlenet-error-114 States that the error occurs when permission conflicts exist in the Battle.net Cache folder or Corrupted Battle.net Cache folder but this doesn't seem to be the case as their workaround's haven't solved the issue.

Do you have the same issue with Windows 7 compatibility?

Have you performed the steps provided on the article? What was the result?

For another possible solution, please try the suggested workaround provided by
Geethu B, dated on March 5, 2016, on this thread.

If in case the workaround still didn't resolve the issue, since we have already exhausted all the possible troubleshooting steps for this issue, we suggest that you get in touch with Quickbooks support as it is possible that there are components in Quickbooks
that are not compatible with the latest Windows 10 version and build.
