Windows 10: Quicken 2014 not launching after 10586 update

Quicken 2014 was working fine after upgrade from W7 but after latest MS 10586 upgrade Q14 stopped launching, in regular mode I don't get any errors but under SAFE mode get the error loaded below.


Troubleshooting so far:


Safe Mode
--Memory check [W10 built-in utility]
-- SFC/Scannow = No errors
--Hold Down Ctrl Key and launch (disables DB in case it is corrupted) both on regular and Safe Modes
--Completely uninstall using Quicken Cleanup Util and removing/renaming all Quicken folders left behind under 'Programs Files' etc as instructed by Quicken Support Section.
--Re-Install from Original CD
--Compatibility Mode for W7 and 8.1[W10 reports incomparable program now]


But I'm not sure if I used Q14 after the 10586 upgrade or not and I can't find other users with this issue, [Quicken community support claims it is supposed to be working after their latest patch/upgrade], and what is even more strange, now the utility 'FileHippo' latest is also behaving the same way and giving the same error in SAFE mode..

Quicken 2014 and other Apps not launching after 10586.th2 november update

After many more hours of troubleshooting, the issue turned out to be a very peculiar hardware issue with memory, for some reason the system was only using 4 Gigs out of the 6 Gigs installed, but it was still booting up, this problem was only detected when
I decided to check the BIOS double checking HDD settings , and after performing a memory test and re-seating all Memory chips, all errors went away, and Quicken 14 is now loading...

Thanks for the help, if anything I learned a lot about the workings of Windows 10.

MS article just instructs user to contact MS for the HotFix, no troubleshooting instructions that I can see, besides the article is from yeras ago.

Was not able to install MS NetFrame 4.0 as installation is denied since it is installed already in this PC, but under "Turn windows features on and Off" I don't see .NET 4.0

Edit: I activated all the .NET features for 3.5 and 4.6 as you can see, but not only quicken didn't launch as before but this change in the settings crashed W10 after reboot, not even SAFE Mode worked, Opening screen was asking for recovery tools, etc, after
a couple of restarts, I was able to get it running again and then turned back both .Net Framework 3.5 and 4.6 settings to original default, Apparently there is something very wrong with .NET Framework in this PC after the November upgrade..

Edit: even after reverting Netframe back to default, system was not working right, and additional apps were not loading, plus Sys crashing again, luckily the last 'restore point' created before changing the .NET settings worked to restore stability and missing
apps re-appeared in my task bar.

Any other ideas that could help in fixing this errors with .Net?

 

Anyone has any info on how to fix this issue with clr.dll under MS Framework.net Ver 4 that is keeping qw.exe from loading?
