    Being on the fast ring for Windows 10 updates, I was frustrated that Quicken 2017 and TurboTax 2016 would not work due to a net.framework.4.6.1 error preventing them from running or installing on version 15002. Windows had updated the net. framework to 4.7 and Quicken and Turbo Tax would not recognize it. With the newest 15007 version AND these instructions from the Microsoft web site:

    I got them to work. NOTE: you HAVE to change permissions for FULL and CLIENT before you can modify the two version settings by doing this:
    1. Using the registry editor go to the Client folder, right click and select permissions. Click on the advanced button. At the top, click on the OWNER change link. In the BOX, put in your user name that is all in caps under the users selection from the previous little window.
    2. Once changed, click on the Users (YOURNAME/Users) principal in the box below. Click on Edit. Click on full control box to check it and click on OK and then click on APPLY. It should go through without errors.
    3. Do the same thing for the FULL folder.
    4. Now you can do the two changes that Microsoft has written up in the problem part of the web page above. Right click on version and click on modify. Change the number from 7 to 6 in the value box and click OK.

    Quicken will fail to run with an error stating .NET 4.6.1 is not installed. For Insiders familiar with Registry Editor, there is an optional workaround. Take ownership of the following registry keys and edit the “version” value to be 4.6.XXXXX instead of 4.7.XXXXX:

    HKEY_LOCAL_MACHINE\SOFTWARE\WOW6432Node\Microsoft\NET Framework Setup\NDP\v4\Client
    HKEY_LOCAL_MACHINE\SOFTWARE\WOW6432Node\Microsoft\NET Framework Setup\NDP\v4\Full

    Note: Please take caution when editing the registry. Changing the wrong value can have unexpected and undesirable results.

    I am pretty sure that these settings get changed back when the next version of windows 10 comes out in the fast ring so you may have to redo this every time Windows updates or until Quicken and Intuit's TurboTax programmers fix the problem of not recognizing a net version above 4.6.
    This let me be able to reload Quicken 2017 and Turbo Tax 2016 and run them. Yea! Otherwise I would have had to run them from my bedroom HTPC. Good luck.
    EDIT: With build 15014, all the changed registry settings were put back to their original configurations, including permissions. The entire process needs to be repeated with every new build.

    TurboTax causes a windows reboot in the middle of the installation

    It took a bit of time, but just to make sure I didn't destroy my system, I bought another drive, imaged it from my old drive, and removed everything with the name intuit and quicken from the file system and the registry.

    IT WORKED!!!! I was able to install TurboTax 2017 and then reinstall Quicken 2017.

    TurboTax 2016 Will Not Update in Windows 10

    I loaded TurboTax on a system which does not have Quicken installed and it seem to install and update fine, so far. If the problem lies either with the section of TurboTax dealing with State returns or the download for your State Return itself, I cannot
    duplicate. I do have McAfee on this Dell system.

    I will be checking my logs and I do show one file in the directory your error mentions, a Global.sdf file. I will check if there is a TurboTax community, the Quicken community can be helpful in regard to Quicken.

    For now, about the only thing I might suggest is to try running TurboTax as Admin, just in case there is some type of permissions situation.

    If that doesn't work my next suggestion would be to uninstall all of TurboTax, which might mean going through manually and removing all folder and files related to its configuration. Possibly even registry entries.

    Did you use TurboTax on that machine from prior years?

    save as .reg file then just double click file to change reg entries as a work-around

Thanks Kyhi, but you cannot change the values of the version number until the permissions have been changed anyways, so it is trivial to modify the version number while you are messing about in the registry editor in the first place. Also, the values of 1033 under the full and Client folders do not need to be changed.
    PS I checked out the permissions by trying it on another folder.

    Realize this post is old but the similarity to my issue is uncanny. Basically it's identical. I encountered this problem in last several days attempting to install TurboTax Deluxe 2016. Intuit uses .NET Framework 4.5.2 and the install attempted to upgrade my .NET Framework 4.5.1 to ver 4.5.2 and got the first of many fatal errors trying to solve this problem. Also my Quicken has ceased to run as a result of this problem. Did you get any resolution to your problem Woodstockjs? Conversations with Intuit were unfruitful. Need to do my taxes again this year
