Internet Explorer 11 in Windows Phone 8.1 comes together with the File Picker which let’s you select and upload files. You can make use of the same to upload videos to YouTube. Follow these steps:

• Login in to your Google Account.
• Open YouTube.com/upload
• Tap on Select files to upload and choose the video file that you want to upload.

This issue may occur due to the Network driver is outdated try the simple troubleshooting method below provided and check if it helps to resolve the issue.

Method 1.

I would suggest you to run Network troubleshooter and check if it helps to resolve the issue.

• 
  Press Windows + X keys on the keyboard and select Control Panel.
  
• 
  Type Troubleshooting in the search bar on the Control Panel.
  
• 
  Click on View all on the left navigation pane.
  
• 
  Click on Network troubleshooter.
  
• 
  Click on Advanced on the Network troubleshooter dialog box and click on Run as administrator (Enter the credentials if required).
  
• 
  Click on Next and follow onscreen instruction complete the Network troubleshooter.
  

If the issue still persist try the below steps provided.

Method 2.

I would suggest you to update network driver and let us know the status.

• 
  Press Windows key + X and select
  Device manager.
  
• 
  Now click on Network adaptor and right click on it and
  Wi-Fi driver and update the driver.
