Windows 10: Random 10-20 seconds 100% Usage on My Secondary Drive (HDD), Nothing Seems to be working

Hi, I'm using Win 10 Home x64, the latest (Non-Preview) version.
About less than a week ago, while I was playing music while gaming in my primary Drive (OEM RAID 0 NVMe) the music player (VLC) became unresponsive.
I tried to launch Task Man from the taskbar, it didn't even launch until the music started playing again. On the later occurrences of this problem, I saw from the Task Man already running that, somehow, my secondary drive was having 100% load, while couldn't find the program or services that was causing that in Task Man or Resource Monitor.
I also realized that during this 100% load of my secondary drive, even programs that are installed in my primary drive like Explorer was also unresponsive or very slow.









What I've tried :
- Reset my PC
- Disabled SysMain Service
- Disabled Link State Power Management/Link Power Management


I do not know what else is to try, can anyone help?

100% Usage on Secondary HDD

Secondary HDD sometimes running at 100%. But looking at the I/O page, I cannot see any usage of the secondary Hdd. What's weird is that every time I restart my computer, the 100% usage moves to other secondary Hdds. Such as if disk E,F,H runs at 100%,
I restart, and maybe dick C will run at 100%. I've tried all the solutions on the internet including modifying the services and closing windows defender. But still didn't work.

I'm sure that isn't a problem with my HDD. I've just bought this brand new WD 4TB HDD. And on the top of this inquiry, I mentioned that something wired is that the 100% usage jumps between HDDs. It's disk E,F,G this time and it would be disk C,D or H,L next
time after I restart.(I have 3 Secondary Hdds).

The 100% occurs only when some applications are making use of the disk, such as file copying.

Since the issue persists, I suggest you to run maintenance task and check if it helps.

To assist you better, I would like to know whether you had performed full virus scan using Defender.

System Maintenance troubleshooter finds and clean up unused files and shortcuts and performs maintenance tasks.

• Press Windows key and type Troubleshooting.
• Select Troubleshooting and hit Enter.
• Click on View all in the left pane of the window.
• Select System Maintenance.
• Click Next and follow the on-screen instructions to complete the troubleshooting process.

If the issue persists, I suggest you to change the power plan of the device to high performance and check if there is any improvement in the process.

If still the issue persists, I suggest you to place the computer in a clean boot state.

A clean boot is performed to start Windows by using a minimal set of drivers and startup programs. This helps eliminate software conflicts that occur when you install a program or an update or when you run a program in Windows 8.1, Windows 8,
Windows 7, or Windows Vista. You may also troubleshoot or determine what conflict is causing the problem by performing a clean boot.
