Windows 10: Random half-screen flicker

I have an RX580 that displays my two 32" tv's and a 2080ti for the main 55" 4k UHD tv. The 2080ti was sent in for repairs a few months ago and it's been working 100% in games. Randomly though while on google chrome, VLC, or anything other than games, I see the entire half of my 55" display some kind of image for .000001 of a second. I could never react fast enough to catch it. I've tried to record the screen and the flickering never occurred. I'm not crazy because it just did it again halfway through this post.

It doesn't affect performance or lag at all. It's just a noticeable gremlin. All my drivers are up to date and it still did this before updating. The cable I'm using also doesn't matter because I've swapped that out as well.

All the antiviruses have been ran, rootkits, etc. Computer is in tip-top shape as well as all the hardware. HDD, SSHDD, and SSD M.2 show no errors or corrupted files.

Changing The Screen Refresh Rate.

1. Right-click on an empty area on your desktop > Click on
   Display settings > On the right-pane, scroll down and click on
   Advanced display settings.
2. Click on the Display adapter properties for Display 1 > In the next window, go to
   Monitor tab > Under Screen refresh rate drop-down menu, try changing the desired Hertz rate.
3. Restart the computer after changing each rate and check if the issue persists.

I haven't made any changes on my device. This screen flickering is only happening in Safe Mode.
