Windows 10: Randomly highlighted task search bar

Recently, I've encountered an issue where the search bar in the taskbar will randomly highlight itself. If you move the mouse over it, it goes away pretty quickly, but it gets really annoying to constantly be moving your mouse over it in order to get it to stop lighting up. Normally what happens is at random point withing 5-10 minute intervals, it will randomly highlight the text that says, "Type here to search". It also happens when I open a new tab in Edge, or opening a new task all together. If anyone can help with this, it would be extremely helpful.

PowerShell randomly poping-up in tool bar

Just to verify, do you have any scheduled tasks that uses Powershell? Scheduled tasks makes Powershell window appear periodically on your computer, therefore we suggest that you check the Task Scheduler. Here are the steps:

• Click on Start.
• In the search bar, type Task Scheduler and click on
  
  Task Scheduler in the results.
• Under Active Tasks, check for any tasks that use Powershell and the scheduled time.

If the issue still persist, we suggest that you run a Windows Defender scan to see if it will pick up any malware that the first scan missed.

Cannot modify Task Bar settings

I suggest you to follow the steps below and check if the issue persists.

• Right click on the Task Bar.
• Uncheck the option " Lock the Taskbar."

search does not work in task bar. DOES work in File Explorer

Task bar search does not work and I have tried all of the recommended steps. Had to recently reinstall Windows 10 64b (preserved personal data) and the search has not worked since.

Suggestions? Recommendations?
