Windows 10: Rapidly flashing arrow/loading cursor on ONE account?

One of our network users is experiencing a flashing arrow and loading circle cursor. The issue occurs only when this particular account is in use and does not stop. No other users have this issue on this PC. In order to resolve the issue, we have tried:- Uninstalling all HP software- Uninstalling all unnecessary software- Updating all available drivers- Updating all available software- Performing a Windows update request- Removing and recreating the user account on the PC.The user has signed into another PC and does not have issues on that PC.The user's PC is an HP 705 G3 running Windows 10

Mouse cursor loading wheel flashing and deselecting

Since updating to windows 10 my computer keeps loading constantly. It works, however the loading wheel keeps rapidly flashing next to the cursor and the mouse automatically deselects anything I click (browsers, textboxes, highlighted text). I tried restarting
my computer normally and in safety mode. I found that when I restart normally the issue does not start up immediately, but after about three minutes it is back. In safety mode the issue does not occur at all, however I could not determine the discrepancy causing
the issue. Any help would be greatly appreciated.

 

Back arrow

In Internet Explorer, when my cursor hovered over the "Back" arrow, a list of recent pages would drop down. I can't make this happen with Edge. Any suggestions?

When I have opened a program like Edge on my Windows 10 PC, the cursor changes form from an arrow to a circle with an up arrow and an arrow down.
This new symbol can not activate anything by moving it around with the mouse.
To close the open program, press Ctrl + Alt + Del to get to the job list.
At the same time, the circle symbol turns into the well-known arrow, and I can continue the work normally.

How do I avoid the annoying circle icon?
