Reactivating Windows after hardware change - am I finally SoL?

This PC (and Windows 7 license) started its life in 2010.

Since then the PC has been upgraded/repaired a bit, and motherboard about 3 times -- including 2 calls to Microsoft to transfer the license. That was all on Win7 though.

Yesterday was the first mb upgrade on Win10, after the drive controller failed.

Reactivation was required of course, and so far that has failed. Can't use the microsoft account method, as I don't login with a Microsoft account so the PC isn't linked. Tried the product key, but it looped around to not valid.

Licence info results from a tool in another thread: https://i.imgur.com/OV4u8EZ.png

I believe the retail channel should be ok to transfer? I can't seem to get Windows to get to the point where it kicks me for manual verification though. (As in https://www.groovypost.com/howto/transfer-windows-10-license-new-pc/ as slui just ends up here: https://i.imgur.com/j4XtVW7.png ... I'm guessing perhaps the original Win7 key changed after upgrading to Win10?)

    Thanks....

EDIT: UGH. The process of logging in to my MS account to attempt to transfer the license, without asking, added it to my local user account and changed sign-in to use my MS account, forced setting a PIN, etc. Ignoring any debate on why or why not to use a MS account vs local account, that change without consent is a big **** you Microsoft.

  3. windows 10 reactivation after hardware change

I just changed motherboards, and When I follow the the steps listed in the "reactivate windows 10 after hardware change" support page, it gives me the message "unable to activate windows" message after I sign in and identify my device,
with no error code, just a subheader that says "can't activate windows 10 on this device, try again later."

Windows 10 won't reactivate after a hardware change

I changed a lot of the hardware on my device recently, however I followed the steps on the Microsoft support page to get my computer ready for the hardware change so that I could reactivate Windows 10 after I changed the hardware. However, now it won't reactivate,
and has the error code 0xC004F025, and when I try to troubleshoot it says "We can't reactivate Windows on this device. Try again later."

My Windows 10 was a free upgrade from Windows 7.
