Windows 10: Read Only Folder

I have an external Hard disk attached to my Win 11 desktop PC. The folders on the hard drive show "read Only" and when I try to change it and hit apply, it appears to delete the read only flag. If I reopen the properties for that folder, it still shows read only. My account is an administrator type.Please advise why I can't change the property

All folders seem to be listed as Read Only.
