Windows 10: Realtek Wireless lan utility AP mode

In windows 8.1 I could setup an access point trough realtek lan utility and set a network authentication
but since I installed windows 10 the only option I have is open system:

Windows 10 sharing wifi from desktop to other devices using 2 network adapters

I use my desktop to share media and internet to other devices (laptop, tablet, xbox360, ps3, phones, etc) I just upgraded to win10 from Win7 and can no longer use the application for setting my 2nd wifi adapter to AP mode (Realtek RTL8187-Realtek wireless
LAN Utility), the application says it's in AP mode but any device I try to connect will not be assigned an ip address. When checking Network and Sharing Center only the wifi card that is connected to router is listed under active networks, when I try to add
2nd network for the 2nd wifi card, the "set up new network" option scans for hardware and just hangs indefinitely. how do I add 2nd network manually?

 

Wi-Fi internet speed is slower than other devices/windows version

According to the link above it still not fix my problem.

FOR more information about what I've tried and a problem I'm facing.

1. It happen only in my workplace where there're many wireless AP and those provide both 2.4 and 5 GHz.

2. For my Home there is no problem, I suggest that because of there's only one wireless AP.

3. According to the 1. I've tried to change WIRELESS MODE from AUTO to IEEE 802.11a/n/ac but speed still dropped. (P.S. My device can connect to 5 GHz frequency)

4. My wirelessLan driver is "Realtek 8821AE Wireless LAN 802.11ac PCI-E NIC" and I've tried 2 laptops using the same driver; they got the same problem. So I suggest that the problem might happen because
of the compatibility of the wireless card and windows10
