Windows 10: Receive error 0x800713ec-Asia when trying to uninstall a VPN, then receive error 0x80240017...

Hello. Desperate for help here. I feel like I'm going in circles with no concrete way of resolving my issues.


This all started when I tried to update my VPN last weekend. I got the following error when I tried to.


0x800713ec - Asia


I looked up how to resolve that and came to the conclusion that I needed to install the .NET Framework 4.5.2 or a later version. When I tried to download it, I got the following error:


0x80240017


I found that I have later versions installed on my PC .NET Framework 4.7. So I'm wondering, what do I do now? Any ideas? I've even tried to uninstall my VPN and I can't--I get the "Asia" error when doing that too. I've tried uninstalling my antivirus and installing the .NET Framework but that didnt work.

Receiving errors when installing 1607

I received suggestions to uninstall the updates and thry and reinstall and to try and install after a clean boot. Neither one of these worked. Neither KB321120 or KB3213986 were listed to uninstall. When I did the clean
boot and tried the installation I received the same errors 0x8e5e03fa. The errors occurred after it showed 8% downloaded. I welcome other suggestions.
