Windows 10: Receiving: Something went wrong and your PIN isn't available 0x80280013 error

This usually happens when the laptop is sitting for some time and I try to either use Windows Hello fingerprint/pin to login or auto-fill saved passwords. The problem resolves after I restart the laptop, but it occurs again after some use. I cannot be restarting my laptop again and again in the middle of my work. Please help!

Your PIN is not available. 0x80280013

Whenever I leave my computer for a while and it goes to sleep and I try to enter my pin this error appears - "Your PIN is not available. 0x80280013". This problem goes away after restarting the computer. How do I fix this?

Things I have tried:

• Resetting the pin via Microsoft account email
  
• Changing the PIN
  
• Deleting the Ngc folder
  

Nothing seems to be working.

I am running 64-bit windows 10

When I try to login with my pin, I receive error code 0x80280013 something went wrong and your pin isn't available. When I tried to change my pin it says we weren't able to setup your PIN. You can try again, or skip this step and set up a PIN later. When I click skip for now, it sends my back to the lock screen. I'm not given any other option to sign in other than using my PIN, No option to use my password. Can't login to my Laptop at all.
