Windows 10: Recent Windows Update Bricks Surface Pro 3, Unable to use Recovery Images, Stuck in Setup

After an update around the beginning of May, my Surface had trouble starting Windows, automatically entered startup repair, then fails to repair and shuts down.

In the blue "advanced startup menu" whose name I cannot remember at this time I have the same issues with startup repair. I made a USB recovery image, no help. Went to format drive, discovered that I have three recovery partitions, and the drives were write protected, so I postponed formatting the drive. Repeatedly tried to repair using recovery image, one time got a BSOD with "Driver_PNP_Watchdog" as an error. Hearing this is a hardware problem, I opened the BIOS setup menu. There are no options for how the hard drives are handled, so I attempted to exit. The surface now re-enters setup every time. I've done the 15 second two button restart many times, trying both volume up and volume down. And now I am stuck.

I'm certain I've missed a lot of what I have tried here, but point is I can't get back to the Surface trying to boot into Windows 10. At this point I'd like help with everything. I had trouble getting the recovery key when I was first prompted, but now I have it. If the recovery key doesn't work, I'd just wipe the drive... or test the SSD through USB, since I guess it may have failed. But I can't do any of this until the Surface stops booting into setup.

Windows 10 factory recovery image for Surface Pro 3

I have a Windows 8 factory recovery image (download from MS site) for my Surface Pro 3. Is there a Windows 10 factory, official, recovery image for my Surface Pro 3?

 

Can I flash an English recovery image onto a Japanese Surface Pro 3

I have a Japanese Surface Pro 3 that I would like to convert to a 100% English version of Windows.

I have followed other guides and have "converted" the existing Japanese Windows installation to be 99% English, but it is still slightly non-English in a few places:

• The blue Windows update screens during a reboot are still in Japanese
  
• I can type/read in English fine, but the fonts look slightly off i.e. a different font is used than I am used to
  

I can enter my serial number and download a recovery image from https://support.microsoft.com/en-nz/surfacerecoveryimage . The URL suggests that it will be en-NZ, but will it actually be the standard English image or will it use my serial number and give me a JP image? If it does give me an en-NZ image, will it actually install OK?

Before try that, have tried resetting the UEFI options?

To reset the Surface Pro to the default UEFI settings, follow these steps:

• Press the Power button and the Volume Up button at same time while are starting the Surface Pro device.
• Set Trusted Platform Module (TPM) to enabled.
• Set Secure Boot Control to enabled.
• Press Install Default Secure Boot keys.
• Press Exit setup, and then save the changes.
