Windows 10: recover suspended hacked account

I got my main alias changed by a hacker after getting phished a couple months ago, after contacting microsoft support the escalation team located my account but suspended it. A stupid idea i had was to recreate the account using the same email hoping for some miracle it would work, it didnt. fast forward to right now I've had bitlocker pop up after i disabled safe boot and came to the realization that I've lost access to both the bitlocker keys for my laptop and for my desktop. I started reserching ways to get my account back and i found https://account.live.com/acsr. I made a request but
