To which "this" are you referring?
- If you are following the tutorial Bree suggested in the very first reply to your question then what you need to do at each step is explained in detail. So which step are you at?
- If you are following a different procedure then state what it is and which step you are at. If, for example, you are trying to manually enable the Built-In Admin as suggested in post #11 then that account has no password.

1) You should first try changing the password:

2) If you cannot change your password because the Security info was not kept up to date, password, password reset or the Security code doesn't work review your options here: Microsoft account security info & verification codes - Microsoft Support and if nothing works you'll have to do Account Recovery.

If you can prove it's your account by knowing enough information about it then they should let you recover it, possibly after a waiting period during which they observe the account to see who shows up. Otherwise they will not budge because after decades they have this down to a science to be sure they're giving your information only to you and not a hacker or stalker.

3) If you're locked out of Windows then you can try resetting Windows from the Log-in Screen as shown here:

4) If that doesn't work then Go to another PC to create bootable media to access Repair Mode to do a Reset, or if it fails do the gold standard Clean install. The bootable media doesn't require a password, has it's own drivers, repair and installation files which often work when Windows or the other Repair Mode doesn't.

Uncheck the box for Recommended Settings to choose the exact version and bit rate for the target PC only.

5) Insert media, boot it by powering up PC while pressing the BIOS Boot Menu Key given here: https://www.sysnative.com/forums/ha...u-f-keys-hotkeys-system-manufacturer-oem.html

If the media won't boot you may need to enter BIOS/UEFI Setup (pressing key given in chart in link above) to turn off Fast Boot or Fast Startup first.

Choose the boot device as a UEFI device if offered, on second screen choose Repair Your Computer, then Troubleshoot Options to do a Reset.

6) Choose the deep clean Reset saving nothing to set up a new account, disconnect from Internet to force it to set up a Local Account for now. Choose Cloud option to get fresh installation files downloaded.

8) If that fails choose Install Now, then Custom Install, then at the drive selection screen delete all partitions down to Unallocated Space to get it cleanest, click Next to let it create needed partitions and start install - this makes it foolproof.
